An updated concept of conducting medical examinations for employment and ongoing assessment of professional suitability based on health indicators is offered to Russians today by the system defined by Order 302n. This is an Order that was issued three years earlier on the basis of the Ministry of Health and Social Development. It was assumed that this Order would become the basic basis for the comprehensive regulation of the health of workers who are forced to perform their professional activities in dangerous (harmful, difficult, etc.) conditions.

By now it is clear that an updated approach to medical examinations of these categories of employees can be implemented, first of all, on the basis of the correct and correct application of very general provisions. Thus, the Order offers a very specificlist of dangerous and harmful, severe and risky factorsthat, in the context of performing certain types of work, can pose a threat to human health. Therefore, in order to assess how great the threat is for a specific employee engaged in a specific, separate area, it is necessary to correlate several points and provisions of the Order. Separately, the Order spells out the specifics of the impact of risks and threats of one type or another on human health, consequences and prohibitions.

Accordingly, it becomes possible to determine how a certain set of occupational risks affects a working person. On this basis, the specifics of organizing a medical examination should be built: the process involves precisely those specialists who can assess the condition of the body in specific areas; it is the “risk areas” that are examined, and not the entire body as a whole. However, we repeat, this is not directly reflected in Order 302n.

It turns out, therefore, that the updated concept of medical examination is quite democratic: it gives a certain degree of independence to employers in arranging and organizing medical examinations of their employees. This democracy, meanwhile, is focused primarily on optimizing and increasing the efficiency of efforts.

Along with the flexibility of approaches, Order 302n at the same time very clearly states that, as part of the medical examination, each employee must obtain a medical certificate. However, Order 302n is silent about what kind of medical certificate this is. Obviously, this does not refer to any of the medical certificates already used in a close context. Accordingly, neither a certificate of professional suitability for the civil service, nor a general type of certificate of professional suitability, nor some kind of generalized medical certificate are suitable here.

A special type of medical certificate for work, the receipt of which is associated with the schemes described by Order 302n, was simply named by the order number – medical certificate according to order 302n. What the form of this special certificate of professional suitability should be has not been officially defined, so there is no traditional appearance for this document. At the same time, of course, it is obvious that a medical certificate under order 302n is always issued on a form and includes methods of official certification (seal, stamp, signature, numbering, indicating the date of issue, etc., etc.).

The second circumstance, prescribed in Order 302n with the utmost clarity and clarity, is the minimum frequency of medical examinations. In all cases where there is a particular level of health risk at work, medical examinations must be organized at least once every two years. Consequently, a certificate for special working conditions or a certificate of professional suitability of a special type is valid for no more than two years from the date of its issue.

Depending on the degree (category) of harmfulness of a particular job, the need for more frequent medical examinations may be determined. At the same time, a certificate for special working conditions remains valid for a shorter period of time. It is typical that it is also necessary to obtain a medical certificate when applying for employment, and the specificity of the medical examination in the context of special working conditions affects the procedure for the medical examination already at this preliminary stage.

Passing a medical examination according to Order 302n is allowed only in medical institutions that have a license and the right to practice medicine in the Russian Federation.

Appendices to Order 302n identified additional lists of potentially hazardous chemicals and physical factors that may be encountered at work. In addition, a separate list also contains a list of medical measures potentially used in the context of clinical examination, as well as medical specialists whose services may be necessary as part of the medical examination. It is indicated separately that the specifics of clinical examination of men and women can and even should be different.

A separate appendix to the Order contains a list of areas of labor activity
